If you opened a household app every day and it always had something urgent, one of two things is true: your house is on fire, or the app is manufacturing urgency to keep you coming back. The second is far more common.

The correct steady state is nothing to report. The chores are routed, the maintenance is scheduled, no recalls have landed, and no documents are expiring. On those days — most days — the right behavior is to show that plainly and get out of the way.
Which makes the alerts mean something
The reason to keep the quiet days quiet is not aesthetics. It is that an interface which is usually blank makes the exception unmissable. If the alert area is empty ninety percent of the time, the day it is not, everybody notices from across the room without reading a word.
